The book you choose should have a universal appeal, free from bias. Books written for commercial purpose may be avoided.
Try reading a few paragraphs to the child. A simple flowing language would be definitely attractive.
A child should like to listen to the story again and again. At the same time it should develop his curiosity to learn more. Humour, adventure and mythology are popular themes for the child.
The picture books are usually the children's first introduction to Art. We have to make sure that the child finds the illustrations appealing.
NON-FICTION BOOKS
Non-Fiction books should be in such a way to kindle the children's urge to learn. For example it should enable him to deal with the day to day problems, like a baby in the house, the first day in the school, the death of a pet etc. It should also give information on subjects like science, sports and other topics.

. Your judgment would be the best. So you must know about the book before buying it.
. Whether a book has received an award is not the criterion. The contents of the book are more important.
