I believe the answer lies in what kind of lifestyle you live with your pooch.

For those that live on the go or travel a great deal around town with their dog, it's obvious that carriers are a better investment. I would suggest finding one made of durable, synthetic leather material with lots of padding inside for the dog and on the shoulder straps for the owner. Also, there should be plenty of ventilation and extra room for the dog to turn around and play with toys.
Dog apparel is most useful for small dogs with short hair coats that have to deal with rain and cold weather. If you don't travel a lot but live in a rainy or cool climate like Washington state or Alaska, rain coats and sweaters are necessary clothes for small breed dogs. The bottom line is to assess your situation and needs before deciding what's more important to purchase.
